What it looks like is a pair of EMG-monitors strapped to your hands - which allows you tp type as though you`re typing on a keyboard and will translate that into the letters you`d be typing.

The article doesn`t go into that level of depth, but that is what I am assuming it uses. It looks like it could be pretty cool as a much better version of a mobile keyboard. It might even allow you to type in the air, thus allowing a fully-wearable interface that will be more familiar to most computer users thatn having to learn how to use a chording keyboard.
