What it looks like is a pair of EMG-monitors strapped to your hands - which allows you tp type as though you`re typing on a keyboard and will translate that into the letters you`d be typing.
The article doesn`t go into that level of depth, but that is what I am assuming it uses. It looks like it could be pretty cool as a much better version of a mobile keyboard. It might even allow you to type in the air, thus allowing a fully-wearable interface that will be more familiar to most computer users thatn having to learn how to use a chording keyboard.
I recommend you look at the website as it contains funky-pictures of the product, or read the two pages I`ve copied in below.

Founded in 2000, Senseboard Technologies is an IT
company headquartered in Stockholm, Sweden. Their revolutionary new “virtual keyboard” allows mobile
computer users to type efficiently without a physical keyboard.
Senseboard President Mrs. Gunilla Alsiö has advanced degrees and
studies in Human Computer Interaction, Ergonomics, and Occupational
Therapy.
Designed for “keyboard challenged” mobile
computer users, SenseboardTM “virtual keyboard” is a small
device that attaches to the palms of the hand and allows users to type on
any surface as if it were a keyboard.
It works by measuring finger movements and determining the
appropriate keystrokes or mouse movements.
SenseboardTM contains sensor technology,
artificial intelligence, bluetooth, a DC-port and a language processor.
SenseboardTM is easy to use, requires no training, and does not
decrease typing speed or accuracy. SenseboardTM together with a
PDA, a Smart Phone or a Wearable Computer and a Head Mounted Display
provides the user with a full-size computer that fits in a pocket.
SenseboardTM will be demonstrated daily
during COMDEX Fall 2001 in Las Vegas, November 12-16.

The Product
SenseboardTM Virtual Keybord
(VK) is an exciting new product, designed for the millions of mobile
computer users, struggling with their tiny or nonexistent keyboards when
trying to communicate or type.
SenseboardTM
VK is perfect for businessmen typing e-mails and other documents away
from the office. The technology is completely silent allowing e.g.
journalists typing articles during a press conference or an interview. The
typing speed matches that of standard keyboards allowing quick chatting
away from the desktop.

SenseboardTM
VK is typically used together with a PDA, a Smart Phone or a Wearable
Computer with a Head Mounted Display. The VK hand mounted devices allow
the user to type on any surface as if it were a keyboard. Sensors in the
units measure the finger movements and artificial intelligence and a
language processor determine appropriate keystrokes or mouse movements.
SenseboardTM
VK communicates by radio or wire with the PDA, Smart Phone or Wearable
Computer.
SenseboardTM
is protected by patent pending.
